
Access U.S. number portability data from the only authorized source
Our nation relies on connectivity. Companies require access to data regarding our nation’s nearly 1 billion telephone numbers to perform vital day-to-day operations, such as routing, rating, billing and telecommunication network maintenance. With millions of businesses and consumers switching Service Providers each year, accessing the most recent number portability data is critical.
The Number Portability Administration Center (NPAC) is the authoritative source for phone number porting information for virtually all U.S. telephone numbers, including wireless, wireline and Voice over IP Providers (VoIP). NPAC data can be accessed for very specific uses and only qualified businesses and organizations are authorized to receive the data or derived data.
Service Provider, PTRS and Service Bureau Eligibility

Authorized Service Providers
Authorized Service Providers including those that have an Operating Company Number (OCN) issued from the National Exchange Carrier Association (NECA), hold an Operating Authority, Certificate of Public Convenience and Necessity (CPCN), Radio License or VoIP Proof of Numbering and participate in porting numbers.

Authorized Providers of Telecom-related Services (PTRS)
Authorized Providers of Telecom-related Services (PTRS) include those that route, bill or rate calls or perform network maintenance. It also includes interconnected VoIP providers not eligible to obtain numbering resources from the North American Numbering Plan Administration, non-facilities-based resellers of interconnected VoIP services that use number resources and facilities of interconnected VoIP providers or Public Switch Telephone Number resellers and Service Bureaus that perform porting work on behalf of a Service Provider. Effective January 1, 2025, there is an Annual Data Access Charge for PTRS users.
Permitted uses of NPAC data
NPAC User Data is restricted and made available to qualified entities only for permitted uses. Authorized NPAC users can access data for routing, rating, billing and network maintenance in connection with providing or facilitating the provision of telecommunications services.
NPAC Data is made available to Service Providers and PTRS users on a regional basis based upon their approved application. As such, Service Providers and PTRS users are only authorized to receive NPAC User Data for the region(s) that have been identified and approved in their application.

Recognizing Authorized PTRS Users
Companies that are providing or receiving NPAC Data must be registered with the Number Portability Administration Center (NPAC).
Providers of NPAC Data: To ensure your company is complying with your contractual obligations surrounding NPAC Data, you are required to certify that you are only providing NPAC Data to other registered PTRS Users.
As the Local Number Portability Administrator (LNPA), iconectiv now offers an official Provider of Telecommunications Related Services (PTRS) Badge to registered PTRS Users so they can demonstrate that they are authorized to provide or receive NPAC Data. The badge serves as a visual indicator that the organization is registered with the NPAC. Businesses should look for the PTRS Badge on websites before providing NPAC Data to others. Confirming the presence of the PTRS Badge helps organizations assure they are providing NPAC Data to registered PTRS Users only.
Recipients of NPAC Data: We encourage you to also look for the PTRS Badge from any companies that you are receiving NPAC Data from to ensure data is obtained from a trusted, authorized source.

Number Portability Industry Forum
The Number Portability Industry Forum (NPIF) is the body that makes the decisions and recommendations that form the basis of the regulatory orders. The NPIF works with the Number Administration Oversight Working Group (NAOWG) on any issues that require the involvement of North American Numbering Council (NANC) and continues its mission to manage processes, procedures and issues related to number portability in the United States.
