Meeting
minutes:
Introductions
and Agenda Review
Minutes
from April were reviewed and approved as written.
All New Business items submitted at lease 10 calendar days prior to the
next
meeting will be included on the agenda for discussion at that next meeting; all
New
Business items submitted within 10 business days of the next meeting will
be
included on the agenda for that next meeting, but will only be introduced and
not
necessarily discussed.
Discussed an item submitted by AT&T Wireless to request vendors to identify
Their preparedness for wireless number portability.
Discussion of options
ranged
from holding a vendor forum to sending letters/questionnaires to vendors
for
a written response. Agreement was reached to
send letters. Anne Cummins
volunteered
to prepare a draft letter for the June meeting.
Discussed
an item submitted by AT&T Wireless to assess the risks of implementing wireless number
portability prior to full compliance by all wireless
roaming
partners. Anne Cummins volunteered to prepare
a draft outline of a
risk
assessment report which would be submitted to the NANC.
Discussed
an item submitted by Cingular Wireless to determine if a report on
wireless
number pooling was needed by the industry. Anne
Cummins offered
to
check with the CTIA Task Force on Number Pooling to see if data being
gathered
by that group could be shared with the WNPO.
Reviewed
AT&T Wireless draft of an INC contribution for revision of LRN Assignment
guidelines. This revision will recommend that wireless
administrative type numbers
such
as TLDNs and ESRDs not be used as LRNs. The
draft was approved as written.
AT&T
Wireless will take this to INC as a new contribution.
Discussed
NANC Change Order 328 to provide business hours on Sundays so that
the
T1 and T2 timers will run. In conjunction
with this change order, the service
provider
maintenance windows were discussed. Currently,
every Sunday, there is a
serivce
provider maintenance window from 6:00A CT to 12:00P CT.
There is also
the
possibility of extended maintenance windows. The
first Sunday of every month
is
a maintenance window for the NPAC. This also
runs from 6:00A CT to 12:00P CT.
There
was brief discussion regarding the Verizon contribution regarding the
clearinghouse
concept for wireless inter-carrier communications. A
conference call
was
scheduled for Monday, May 21st by CTIA to address this issue.
An
update of the Operator Service issue was provided. There
are two possible
solutions
to this issue both require changes to the operations and procedures
for
Operator Service providers. The first
solution requires an initial NP-DB query
to
be launched on the Billing number to determine if it has been ported; the
second
solution requires the elimination of screening out wireless NPA-NXXs
prior
to performing the LIDB query as well as the need for all wireless service
providers
to keep LIDB updated with the directory numbers of their customers.
Neustar provided an update on wireless new entrant
testing. To date, 9 wireless
service
providers have scheduled turn-up testing with Neustar.
Gustavo will bring
copies of
progress reports to the June meeting so that we can determine if we need
to
monitor these for wireless testing.
Mark Wood
provided a recap of the testing committee meeting that took place the
previous
week.
It was
announced that Anne Mardick had resigned from the committee due to a
change in
job responsibilities. Nominations for
co-chair were requested selection
will be
at the June meeting/
